'An European outlook on the illicit trade in tobacco products'

This article provides an overview of the illicit trade in tobacco products (ITTP) in the European Union. Based on an innovative methodology, it contains estimates of the volumes, prevalence, and products of the ITTP for the period 2006–2013 at the subnational level. Further, it presents a critical analysis of the ITTP flows, the actors involved as smugglers and the modus operandi adopted for committing the crime. It also develops an estimate of the number of actors involved in the illicit trade in the EU. This study calls for a new direction to be taken in the analysis of, and the fight against, the ITTP. It suggests that the focus should be trained more closely on the reduction of criminal opportunities than on crime control policies. Lees verder:
